Q: Is the 2 1/2" specification an inside or outside diameter measurement?

It is the outside measurement. Outside diameter of tube is 2 1/2", although there is really only a 1/16" difference.

Q: would this for like an outdoor water wall for kids?

I imagine it would work well, with some considerations; It was designed for air. But the hose is made in USA, VERY tough, VERY flexible, and I am VERY pleased with mine so far (I use it for a wood shop dust collection vacuum system). No kinks, no stiffening, no rips (even after dragging it around the shop vacuuming up wood chips). I would be VERY careful filling it with water. The weight of water is 1lb / 16 oz / Pint = 8 lb / gallon. That hose is so flexible, you would need to support it every few inches or so to keep if from sagging too much. And if you poke holes in it for trickling water, you would compromise the integrity of the hose a bit. Unless it was well-supported, it would probably rip. Good luck
