I bought these for my neice when she was about that age and they were fine, there's plenty of adjustment

I bought these for my 2 year old and bought the small and they were too small for her the elastic was tight and she was uncomfortable if there is a large size go for that they are definitely a very small fit

They do look very tiny and you think it’s not going to fit but when they are on they fit ok, I don’t think you would want any bigger
